Senior Procurement Manager (2-year Contract) - (ID: 602713)

• Managing end-to-end tendering processes, including engaging with business divisions to understand their needs, formulating tender requirements, and providing contract administration advisory for major and complex projects.
• Providing guidance to business divisions and leading strategic discussions on complex procurement queries, including non-conventional tender methodologies, contract structures, and terms. Examples include outcome-based procurement and acquiring prototypes/testbeds for sustainability initiatives.
• Supporting Procure-to-Pay reviews to streamline procurement policies, processes, forms/templates; development of guides and resources to aid users in navigating procurement for greater agility and ease;
• Supporting the implementation of digitalization and data analytics efforts (e.g. automation of procurement processes, digitizing forms) for greater operating efficiency and procurement performance; tapping on data to study trends and gather insights; and
• Supporting knowledge sharing and communicating of procurement policies and initiatives to internal stakeholders to enhance procurement awareness and competency.

Requirement:
 

• Degree in Supply chain Management or equivalent
• Minimum 10 years of experience in procurement; previous experience in public sector procurement preferred
• Proficiency in GeBIZ or other electronic procurement systems is advantageous.
• Self-driven, resourceful and committed individual; able to work independently and within teams
• Background in framework conceptualization, development and implementation of procurement policies or initiatives will be an advantage
• Experience in conceptualizing, developing, and implementing procurement policies or initiatives will be beneficial.
